The Orange County Continuum of Care (OC CoC) engaged Element Consulting Group, LLC (ECG) to conduct this independent evaluation of the Orange County Coordinated Entry System (CES). The evaluation was made possible through funding from the Samueli Foundation and was completed in partnership with the County of Orange’s Office of Care Coordination (OCC).
The CES Evaluation is an independent evaluation of effectiveness efficiency, equity, and opportunities to strengthen Orange County CoC’s CES. The CES Evaluation Report is now published, along with companion summaries, is complete and available for public review.

As part of this process, the community is invited to review the findings and take part in two upcoming opportunities to learn more and help shape next steps:
- CES Evaluation Findings Webinar on October 8, 2026, from 11 am to 1 pm. ECG will share detailed evaluation findings and answer questions. The webinar will be recorded and posted on the CES Evaluation webpage.
- CES Community Learning and Engagement Session on October 20, 2026, from 9 am to noon at the Delhi Center, Santa Ana. This interactive session led by ECG will explore coordinated responses to housing crises from the perspectives of people navigating a crisis and those supporting them. We welcome people with lived experience, providers, local government, health and human services partners, funders, and other community stakeholders.
