On June 1, 2026, the U.S. Department of Housing and Urban Development (HUD) released the FY 2026 CoC Program NOFO. Approximately $4,040,000,000 in competitive funding is available. The deadline to submit CoC Consolidated applications and project applications for FY 2026 funds is August 26, 2026, at 5:00 p.m. PT.

Webinar: FY2026 CoC Program NOFO Overview for Faith-Based Providers

Faith-based organizations are key partners within the homeless service system, providing key infrastructure and utilizing available resources to ensure individuals and families at-risk of or experiencing homelessness receive supportive services. In the FY2026 CoC Program NOFO, HUD recognizes the role of faith-based organizations in participating in community-wide efforts of local CoCs. The Office of Care Coordination wants to ensure faith-based organizations are aware of CoC Program funding available through the FY2026 CoC Program NOFO.

Applications for Renewal Funding

The Orange County CoC’s FY2026 CoC Renewal Project Application became available on June 25, 2026, at 2:00 p.m. PT and is available on this webpage below. Applicants eligible for CoC Program renewal funding received an invitation to submit their renewal funding project application(s). 

Please note, as of Monday, July 13, 2026, the FY2026 CoC Renewal Project Application is not available in e-snaps. If e-snaps applications have not been released by HUD prior to the submission deadline, the submitted application will not be marked incomplete.
 

Applications for CoC Renewal Projects must be submitted to the Office of Care Coordination electronically via Dropbox, no later than Wednesday, July 15, 2026, by 12:00 p.m. PT

Request for Proposals for CoC Bonus, Domestic Violence Bonus and Reallocation Projects

The Orange County CoC and the Office of Care Coordination, as the Collaborative Applicant, are seeking proposals from qualified organizations for new Transitional Housing (TH) and Supportive Services Only (SSO) projects to be funded by the CoC Bonus, Domestic Violence (DV) Bonus and Reallocation funding available through the FY2026 CoC Program NOFO. 

Please note, as of Monday, July 13, 2026, the FY2026 CoC New Project Application is not available in e-snaps. If e-snaps applications have not been released by HUD prior to the submission deadline, the submitted proposal will not be marked incomplete.

Addendum #1: Please note, on July 15, 2026, the Office of Care Coordination posted an addendum to the RFP to include the following revisions:

• Revised Detailed Description to clarify that capital costs are allowable (see changes on pages 6 and 10)
• Extended submission deadline 

Proposals in response to the FY2026 Request for Proposals (RFP) for CoC Bonus, DV Bonus and Reallocation Projects - TH and SSO must be submitted to the Office of Care Coordination electronically via Dropbox. The deadline to apply has been extended to Monday, July 20, 2026, by 10:00 a.m. PT.

On June 24, 2026, the CoC Board approved the FY2026 CoC Bonus, Domestic Violence (DV) Bonus and Reallocation Scoring and Rating Criteria. The approved FY2024 CoC Bonus, DV Bonus and Reallocation Scoring and Rating Criteria will be utilized to evaluate for CoC Bonus, DV Bonus and/or Reallocation proposed projects for the FY2026 CoC Program NOFO. FY2026 CoC Program NOFO Approved Policy for Project Performance Measures (Posted June 25, 2026)

On June 24, 2026, the CoC Board approved, the FY2026 CoC Program NOFO Scoring and Rating Criteria for Renewal Projects, including the project performance measures, thresholds and point allocations. The approved FY2026 CoC Program NOFO Scoring and Rating Criteria for Renewal Projects policy will be utilized to evaluate CoC renewal projects’ performance for the FY2026 CoC Program NOFO.
