In 2024, for the first time, the U.S. Department of Housing and Urban Development (HUD) issued a two-year Continuum of Care (CoC) Program Notice of Funding Opportunity (NOFO) as authorized by the Consolidated Appropriations Act, 2024. CoCs were only required to submit one CoC Consolidated Application to be applicable for Fiscal Year (FY) 2024 and FY 2025 funds, along with the FY 2024 CoC Priority Listing.
On July 3, 2025, HUD sent communication via the Office of Special Needs Assistance Programs (SNAPS) Competitions mailing list announcing the intention to publish a NOFO for 2025 CoC awards. In the email, HUD invited CoCs to prepare for an application focused on treatment and recovery, reducing unsheltered homelessness, reducing returns to homelessness, and increasing the earned income of participants. The Office of Care Coordination, as the Collaborative Applicant for the CoC, continued communication with the CoC Board, CoC Program NOFO Ad Hoc, and executive leadership of CoC-funded agencies in anticipation of the expected changes.
On Thursday, November 13, 2025, HUD released the FY 2025 CoC Program NOFO via Grants.Gov, which rescinded and superseded any mention of FY 2025 CoC funds within the 2024 CoC Program NOFO. HUD announced the NOFO via email through the SNAPS Competitions mailing list after business hours the same day it was released. Approximately $3,918,000,000 in competitive funding is available, including at least $52,000,000 available for Domestic Violence, Dating Violence, Sexual Assault, and Stalking Bonus (DV Bonus) projects. Key changes to highlight within the FY 2025 CoC Program NOFO include:
- Permanent Housing funding cap, allowing a maximum of 30% of a CoC’s Annual Renewal Demand (ARD) to funding permanent housing projects
- New eligible project types, including Transitional Housing and Supportive Services Only (Street Outreach)
- Tier 1 is equal to 30% of a CoC’s ARD
- Significant changes to scoring criteria, including participation requirements for supportive services, substance use treatment service offerings and requirements, and expanded partnership with law enforcement
On December 8, 2025, HUD withdrew the FY2025 CoC Program NOFO and stated the intent to reissue a modified NOFO in advance of the deadline for obligation of available FY2025 funds.
After business hours on the evening of December 19, 2025, HUD reissued the modified FY 2025 CoC Program NOFO for public review. Due to a preliminary injunction, the NOFO cannot be implemented or enforced until further court order.
On December 23, 2025, a federal court issued a written preliminary injunction that affects the HUD’s CoC funding process. HUD is required to take steps to process eligible renewal projects for FY 2025 using the FY 2024–2025 CoC Program NOFO rules. However, the court made clear that this order does not require HUD to award or obligate funds yet. On December 30, 2025, HUD provided a report to the court with HUD’s plan and timeline to process renewals according to the FY2024 and FY2025 CoC Program NOFO.
On January 9, 2026, the former FY2024 and FY2025 NOFO Grants.Gov link was updated to note that the NOFO was reopened. The reopened FY2024 and FY2025 NOFO was uploaded onto Grants.Gov and the HUD CoC webpage. Applications from Collaborative Applicants are due to HUD by February 9, 2026.

Agency Administrative Review for CoC Funded-Agencies
The Orange County CoC FY2025 Agency Administrative Review for CoC Funded-Agencies (Agency Administrative Review) was released on November 26, 2025, and is available on this webpage below. The Agency Administrative Review must be submitted to the Office of Care Coordination electronically via Dropbox. The submittal deadline for the FY2025 Agency Administrative Review is Wednesday, December 10, 2025, by 5:00 p.m. PT
ADDENDUM: Applications for Renewal Funding
The Orange County CoC’s FY2025 CoC Renewal Project Application became available on December 2, 2025, at 5:00 p.m. PT and is available on this webpage below. Applicants eligible for CoC Program renewal funding received an invitation to submit their renewal funding project application(s).
Under the addendum, the timeline has been modified to extend the submission deadline. The addendum also includes the following updates:
- Clarified guidance for agencies voluntarily reallocating a portion of their Permanent Supportive Housing (PSH) Renewal Project funding
- Added question in Exhibit 5 requesting scope of the proposed project
- Updated language in Exhibit 7 to align with modified NOFO
Applications for CoC Renewal Projects must be submitted to the Office of Care Coordination electronically via Dropbox, no later than Friday, January 9, 2026, by 12:00 p.m. PT
ADDENDUM: Request for Proposals for CoC Bonus, Domestic Violence Bonus and Reallocation Projects - Transitional Housing (TH) and Supportive Services Only (SSO)
1/16/26 Update: TH and SSO project types as detailed in the RFP are no longer eligible to be submitted in response to the reopened FY2024 – 2025 CoC Program NOFO. The Office of Care Coordination has provided an update to all applicants who submitted proposals in response to this RFP.
The Orange County CoC and the Office of Care Coordination, as the Collaborative Applicant, are seeking proposals from qualified organizations for new TH and SSO projects to be funded by the CoC Bonus, Domestic Violence (DV) Bonus and Reallocation funding available through the FY2025 CoC Program NOFO.
Under the addendum, the timeline has been modified to extend the submission deadline to Friday, January 2, 2026, at 12:00 p.m. PT. The addendum also includes the following updates:
- Clarified total points available within the RFP scoring criteria
- Added questions in Exhibit 4 to request more detail on proposed project
- Added questions in Exhibit 4 requesting budget information
- Revised language in Exhibit 9 to clarify information requested based on project component
- Updated language in Exhibit 9 to align with modified NOFO

RFP for New Permanent Housing Projects
1/16/26 Update: On December 23, 2025, the Office of Care Coordination announced plans to issue a new RFP for Permanent Housing Projects to be funded through CoC Bonus, DV Bonus and/or reallocation funding, on behalf of the Orange County CoC. Due to the reopened FY2024 – 2025 CoC Program NOFO, the Office of Care Coordination will no longer be releasing an RFP for New Permanent Housing Projects.
Technical Assistance Office Hours
