FY 2025 CoC Program NOFO

In 2024, for the first time, the U.S. Department of Housing and Urban Development (HUD) issued a two-year Continuum of Care (CoC) Program Notice of Funding Opportunity (NOFO) as authorized by the Consolidated Appropriations Act, 2024. CoCs were only required to submit one CoC Consolidated Application to be applicable for Fiscal Year (FY) 2024 and FY 2025 funds, along with the FY 2024 CoC Priority Listing.

On July 3, 2025, HUD sent communication via the Office of Special Needs Assistance Programs (SNAPS) Competitions mailing list announcing the intention to publish a NOFO for 2025 CoC awards. In the email, HUD invited CoCs to prepare for an application focused on treatment and recovery, reducing unsheltered homelessness, reducing returns to homelessness, and increasing the earned income of participants. The Office of Care Coordination, as the Collaborative Applicant for the CoC, has continued communication with the CoC Board, CoC Program NOFO Ad Hoc, and executive leadership of CoC-funded agencies in anticipation of the expected changes.

On Thursday, November 13, 2025, HUD released the FY 2025 CoC Program NOFO via Grants.Gov, which rescinds and supersedes any mention of FY 2025 CoC funds within the 2024 CoC Program NOFO. HUD announced the NOFO via email through the SNAPS Competitions mailing list after business hours the same day it was released. Approximately $3,918,000,000 in competitive funding is available, including at least $52,000,000 available for Domestic Violence, Dating Violence, Sexual Assault, and Stalking Bonus (DV Bonus) projects. Key changes to highlight within the FY 2025 CoC Program NOFO include: 

  • Permanent Housing funding cap, allowing a maximum of 30% of a CoC’s Annual Renewal Demand (ARD) to funding permanent housing projects
  • New eligible project types, including Transitional Housing and Supportive Services Only (Street Outreach)
  • Tier 1 is equal to 30% of a CoC’s ARD
  • Significant changes to scoring criteria, including participation requirements for supportive services, substance use treatment service offerings and requirements, and expanded partnership with law enforcement 

On December 8, 2025, HUD withdrew the FY2025 CoC Program NOFO and stated the intent to reissue a modified NOFO in advance of the deadline for obligation of available FY2025 funds.

In response to the withdrawal of the NOFO, the request for new and renewal project applications is being paused, with an addendum to the FY2025 Agency Administrative Review for the Request for Proposals (RFP) for CoC Bonus, DV Bonus and Reallocation Projects to allow for the evaluation of agencies’ capacity to administer CoC Program Funding.

However, despite the withdrawal of the FY 2025 CoC Program NOFO, the Office of Care Coordination as the Collaborative Applicant for the Orange County CoC recommends that all CoC partners continue moving forward with planning and preparation efforts. Maintaining our momentum is critical to ensuring that once HUD re-issues the NOFO, the Orange County CoC is fully prepared to submit a strong, timely, and competitive application.

Agency Administrative Review for CoC Funded-Agencies

The Orange County CoC FY2025 Agency Administrative Review for CoC Funded-Agencies (Agency Administrative Review) was released on November 26, 2025, and is available on this webpage below. The Agency Administrative Review must be submitted to the Office of Care Coordination electronically via Dropbox. The submittal deadline for the FY2025 Agency Administrative Review is Wednesday, December 10, 2025, by 5:00 p.m. PT

Applications for Renewal Funding

The Orange County CoC’s FY2025 CoC Renewal Project Application became available on December 2, 2025, at 5:00 p.m. PT and is available on this webpage below. Applicants eligible for CoC Program renewal funding received an invitation to submit their renewal funding project application(s).

In response to the withdrawal of the NOFO, the request for new and renewal project applications is being paused until further notice. 

Materials for the CoC Renewal Projects are still included below for reference, as agencies are encouraged to continue planning and preparation for CoC Renewal Projects. Please note, an addendum to the CoC Renewal Project Application may be released at a future date, pending further HUD guidance.

Request for Proposals for CoC Bonus, Domestic Violence Bonus and Reallocation Projects

The Orange County CoC and the Office of Care Coordination, as the Collaborative Applicant, are seeking proposals from qualified organizations for new projects to be funded by the CoC Bonus, Domestic Violence (DV) Bonus and Reallocation funding available through the FY2025 CoC Program NOFO. 

In response to the withdrawal of the NOFO, the request for new and renewal project applications is being paused.

Materials for the Request for Proposals (RFP) for CoC Bonus, DV Bonus and Reallocation Projects are still included below for reference, as agencies interested in applying are encouraged to continue planning and preparation for new project proposals. Please note, an addendum to the RFP may be released at a future date, pending further HUD guidance.

ADDENDUM: FY2025 Agency Administrative Review for RFP for CoC Bonus, DV Bonus and Reallocation Projects

Agencies interested in submitting a new project application under the RFP will still need to complete the required Agency Administrative Review documents. Under this addendum, the timeline has been modified to extend the submission deadline to Friday, December 19, 2025, at 12:00 p.m. PT. The FY2025 Agency Administrative Review for the RFP for CoC Bonus, DV Bonus and Reallocation Projects has been separated from the RFP application and updated to simplify the documentation.

Technical Assistance Office Hours

The Office of Care Coordination is hosting two 60-minute virtual office hours sessions via Microsoft Teams. The purpose of these office hours sessions is to provide a space to answer questions related to the FY2025 CoC Program competition process and to provide any technical assistance for agencies submitting a Renewal Project application and/or new project proposal through the RFP. No registration is required. On December 5, 2025, the CoC Board approved the FY2025 CoC Program NOFO Scoring and Rating Criteria for Renewal Projects, including the project performance measures, thresholds and point allocations for Permanent Supportive Housing. The approved FY2025 CoC Program NOFO Scoring and Rating Criteria for Renewal Projects will be utilized to evaluate CoC renewal projects’ performance for the FY2025 CoC Program NOFO.
