On June 23, 2026, the U.S. Department of Housing and Urban Development (HUD) announced the availability of $100 million through the Continuum of Care (CoC) Builds (CoCBuilds) Notice of Funding Opportunity (NOFO) – a funding for new construction, acquisition, or rehabilitation (capital costs) of permanent supportive housing (PSH). Through one-time awards under the CoC program, the CoCBuilds NOFO will enable communities to develop new units of rental housing with supportive services for people experiencing homelessness. The submission deadline for the CoCBuilds NOFO is July 23, 2026, at 5:00 p.m. PT.

CoCBuilds Application Submission
The Office of Care Coordination, as the Collaborative Applicant, submitted the Orange County CoC’s CoCBuilds Application, inclusive of the Project Priority Listing and American Family Housing’s Casa Colibri project application, in advance of HUD's deadline on July 23, 2026. CoC Board Action
At the CoC Board Meeting on June 24, 2026, the CoC Board approved the Orange County CoCs participation in the CoCBuilds NOFO and approved the Office of Care Coordination, acting as the Collaborative Applicant for the Orange County CoC, to establish an Ad Hoc comprised of non-conflicted members to support the local competition process and also the issuance of a local competition process for the CoCBuilds NOFO to provide permanent supportive housing units in Orange County.
On July 22, 2026, the CoC Board approved the selection of Casa Colibri, as submitted by American Family Housing, as the Orange County CoC’s proposed project to submit in response to the CoC Builds NOFO application to HUD, as recommended by the Request for Proposals Review Panel. Request for Proposals for CoCBuilds Projects
The County of Orange's Office of Care Coordination as the Collaborative Applicant for the Orange County CoC is releasing a Request for Proposals (RFP) to solicit proposals from qualified organizations for a PSH project to be funded by the funding available through the CoCBuilds NOFO. The Orange County CoC is eligible to apply for a maximum of $11,000,000.
Proposals in response to the RFP for CoCBuilds Projects must be submitted to the Office of Care Coordination electronically via Dropbox. The deadline to apply is Friday, July 10, 2026, at 10:00 a.m. PDT.
