On July 22, 2024, the U.S. Department of Housing and Urban Development (HUD) announced the availability of $175 million through the Continuum of Care (CoC) Builds (CoCBuilds) Notice of Funding Opportunity (NOFO) – a first-of-its-kind funding for new construction, acquisition, or rehabilitation of permanent supportive housing (PSH). Through one-time awards under the CoC program, the CoCBuilds NOFO will enable communities to develop new units of rental housing with supportive services for people experiencing homelessness.
On May 16, 2025, HUD sent a letter via email to CoCBuilds Applicants sharing that a CoC Builds NOFO was published on May 16, 2025, and that the NOFO supersedes the CoCBuilds NOFO published July 19, 2024, and includes several changes. Applications received before the publication of the May 16, 2025, NOFO were not considered for funding unless resubmitted under the May 16, 2025 published CoC Builds NOFO.
On September 5, 2025, HUD released a new CoC Builds NOFO which supersedes the NOFO published on May 16, 2025, and made $75 million available in funding. The deadline to apply was Friday, September 12, 2025, by 12:00 p.m. PDT.

2025 CoC Builds
September 2025 Application Submission
On September 11, 2025, the County of Orange, as the Collaborative Applicant for the Orange County CoC, submitted the final CoC Builds NOFO application to HUD via Grants.Gov, which included a project application from Jamboree Housing Corporation called Costa Mesa Senior.
June 2025 Application Submission
On June 25, 2025, the County of Orange, as the Collaborative Applicant for the Orange County Continuum of Care (CoC), submitted the final CoC Builds Project Listing to HUD via e-snaps, which included a project application from Jamboree Housing Corporation called Costa Mesa Senior.
June 2025 Approved Project Applicant
At the CoC Board Meeting on May 28, 2025, the CoC Board approved Jamboree Housing Corporation’s permanent supportive housing project proposal called Costa Mesa Senior as previously approved by the CoC Board on November 5, 2024, for inclusion in the Orange County CoC CoCBuilds NOFO Application due to HUD on June 26, 2025. Additionally, the CoC Board authorized the Office of Care Coordination, as the Collaborative Applicant, to work with Jamboree Housing Corporation to amend and update the Costa Mesa Senior proposal and the Orange County CoCBuilds NOFO Application in accordance with the current CoCBuilds NOFO requirements, to ensure a competitive application for the Orange County CoC.
2024 CoCBuilds
On November 20, 2024, the County of Orange as the Collaborative Applicant for the Orange County CoC submitted the final CoCBuilds NOFO application to HUD via Grants.Gov.
Approved Project Applicant and Support Letter
At the CoC Board Special Meeting on November 5, 2024, the CoC Board approved Jamboree Housing Corporation’s permanent supportive housing project proposal called Costa Mesa Senior in response to the CoCBuilds Projects RFP, for inclusion in the Orange County CoC CoCBuilds NOFO Application to HUD, as recommended by the CoCBuilds NOFO ad hoc. Additionally, the CoC Board approved the CoC Board Chair and Officers' letter of support to include in the CoCBuilds NOFO application submission.
Request for Proposals for CoCBuilds Projects
The County of Orange's Office of Care Coordination as the Collaborative Applicant for the Orange County CoC is releasing a Request for Proposals (RFP) to solicit proposals from qualified organizations for a PSH project to be funded by the funding available through the CoCBuilds NOFO. The Orange County CoC is eligible to apply for a maximum of $7,500,000.
Proposals in response to the RFP for CoCBuilds Projects must be submitted to the Office of Care Coordination electronically via Dropbox. The deadline to apply is Friday, October 4, 2024, by 5:00 p.m. PDT.

CoCBuilds NOFO Approved Scoring Criteria (Posted August 30, 2024; Revised September 12, 2024)
On August 28, 2024, the CoC Board approved the CoCBuilds NOFO Scoring Criteria. The approved CoCBuilds NOFO Scoring Criteria will be utilized to evaluate for proposed PSH projects as part of the local competition for the CoCBuilds NOFO. The approved CoCBuilds NOFO Scoring Criteria was revised on September 12, 2024, to address a minor revision of a typo. The CoCBuilds NOFO Scoring Criteria can be referenced below.
